Brown, a 33-year-old Philadelphia resident, was shot once in the head near Exit 4 on Interstate 95 on Oct. 18, 2019.
Troopers said he was traveling from Philadelphia to Chester when a rear tire on his Chevrolet Monte Carlo became deflated. Brown pulled over and was waiting for roadside assistance when he was shot dead, according to PSP.
The killer has yet to be identified.
